For 2019 NBA free agency, NBA teams and players may begin free agent negotiations On June 30 at 6 p.m. ET. The start time was going to be 12:01 a.m. ET on July 1, but the league realized it didn't make sense anymore to pointlessly start free agency at a late-night hour. Also, teams are now allowed to communicate with free agents or their representatives starting June 29 at 6 p.m. ET -- but only for the sole purpose of scheduling a meeting to take place at or after 6 p.m. ET on June 30.

Of course, there is no way for the league to actually police what the sides say to each other on phone calls. But, all they can do is establish the rules.

JULY 12: In 2019 alone, there were 135 free agents, or about one-third of the league. There will be 139 next season. That�s a 61 percent turnover in two years. That isn�t even counting all the players who demand to exit a team while still on (a guaranteed) contract (see Anthony Davis). The bottom line is that the league has never seen such an era of player movement. Speaking at a press conference this week following his meeting with the league's board of governors, Commissioner Adam Silver said, "My sense in the room today was, especially when it comes to free agency and the rules around it, we�ve got work to do." -- Deseret News

JUNE 30: Miami currently has 13 players under contract for 2019-20 who are due about $141 million, and add first-round pick Tyler Herro�s $3.6 million cap hit for next season and that number grows to 14 players with a combined team salary of about $144 million. That puts the Heat above the $109.14 million salary cap and even above the $132.627 million luxury tax line for next season, and seemingly not in a position to pursue free agents. -- Miami Herald

JUNE 29: The Denver Nuggets have exercised a $30 million option on forward Paul Millsap's contract for next season, bringing back a key player for the franchise's pursuit of a Western Conference title, league sources told ESPN on Saturday. -- ESPN.com

JUNE 28: The Charlotte Hornets have offered less than $170 million to resign Kemba Walker, meaning that there�s a strong chance the All-NBA point guard agrees to terms with another NBA team when free agency opens Sunday night. -- Charlotte Observer

JUNE 28: Ahead of the start of NBA free agency at 4 p.m. MDT Sunday, the Utah Jazz have signaled that they want to be true contenders in the Western Conference after trading for Memphis point guard Mike Conley. The Jazz could still open up a bunch of money to spend, depending on what they do with the team option on Derrick Favors, although now it will also be time for other teams in the West to make moves that could better position themselves to compete. -- Deseret News

JUNE 28: By the time free agency opens Sunday at 6 p.m. ET, the Warriors will have offered both Thompson and Durant full five-year maximum contracts. For Durant, that means $221 million, and for Thompson, $190 million. Even with the reality that Durant might miss all of next season recovering from a torn Achilles and Thompson might miss the bulk of it coming back from an ACL tear, this remains the Warriors' first choice. -- ESPN.com

JUNE 28: This year's free-agent crop it loaded with intriguing options and potential fits alongside LeBron James and Anthony Davis. With Davis declining his $4 million trade kicker, and the Lakers dumping more salary in the AD deal, Los Angeles now has enough cap room to add a third max player, adding yet another layer of intrigue to what's expected to be a crazy NBA summer. -- SI.com

JUNE 26: In a move that was widely expected, Kevin Durant has declined his player option for the 2019-20 season. -- San Francisco Chronicle

JUNE 26: Free agents can begin negotiating with teams on June 30, and the Warriors can offer Durant a max contract of five years and $221 million. Other teams can only offer Durant a max contract of four years and $164 million. -- San Francisco Chronicle

JUNE 23: Fifth-year forward Jabari Parker will become an unrestricted free agent on June 30 after the Washington Wizards declined his team option, Yahoo Sports reported on Saturday. -- NBA.com

JUNE 20: The New Orleans Pelicans have picked up the 2019-20 team option on Jahlil Okafor, league sources told ESPN. Okafor -- who was drafted third by the Philadelphia 76ers in 2015 and spent time playing with the Toronto Raptors and Brooklyn Nets -- signed with the Pelicans during the summer of 2018. -- ESPN.com

JUNE 18: The genius of Ujiri�s roster construction is that the Raptors are never going to have to bottom out regardless of what happens in the wake of Leonard�s decision. At worst � and Toronto will be limited to a mid-level exception slot because of existing commitments if Leonard leaves � the Raptors could throw out a starting five next fall of Kyle Lowry, Norm Powell, OG Anunoby, Pascal Siakam and Gasol, and have Serge Ibaka and Fred VanVleet in key backup roles. -- Toronto Star

JUNE 8: The Sixers� current situation � just four players fully guaranteed to be on the roster next season � suggests that they might be searching for players who can contribute immediately in the second round of the NBA draft. JUNE 8: The Hornets have an unsettled situation at shooting guard. Jeremy Lamb, second in scoring last season at 15.3 points per game, is an unrestricted free agent. JUNE 6: Most Jazz fans know the team could have upwards of $30 million to spend in free agency this summer. After all, Ricky Rubio has come out and said the team has told him he�s not priority No. 1. And Derrick Favors� salary doesn�t become guaranteed until July 6. Meanwhile, Thabo Sefolosha and Ekpe Udoh are unrestricted free agents unlikely to return. -- Salt Lake Tribune

JUNE 4: ESPN has reported the Suns would potentially trade the sixth overall pick if "the right veteran guard is available,� but league sources told The Republic the franchise isn�t looking to part ways with that selection under those conditions. JUNE 1: Thanks to his place in the All-NBA third team this season, and his Defensive Player of the Year trophy last season, Rudy Gobert has made himself eligible � along with a few of the NBA�s other elite players � for what would be the largest contract in NBA history: approximately a five-year, $247.3 million extension that would begin in the 2021-22 season. Such a deal, referred to as a �supermax� contract by most but by the term �Designated Veteran Player Extension� in the league�s 598-page Collective Bargaining Agreement, was introduced to give the 十大玩彩信誉平台 team the advantage in keeping a star player. May 23: Kemba Walker "was named to the All-NBA Third Team Thursday, making Walker immediately eligible to receive a supermax extension from the only NBA team he�s ever known. The former UConn star is one of the top targets in this summer�s loaded free-agent class � also featuring Kevin Durant, Kawhi Leonard, Kyrie Irving, Klay Thompson and Jimmy Butler � and could now receive a five-year, $221.3 million deal from Charlotte, while other teams can offer no more than a four-year, $140.6 million deal. May 23: "Karl-Anthony Towns came up one spot shy of an extra $32 million. Towns finished fourth in voting among centers in All-NBA voting � only the top three vote-getters receive All-NBA honors. General NBA Free Agency Overview

In NBA free agency, players seek new contracts, whether with their current team or another squad elsewhere. They are NBA free agents. Unrestricted free agents can sign with any team that offers them a contract. Restricted free agents can do the same BUT the team they had just been a member of has the right to match that new contract and keep the player.

Therefore, if a team signs an unrestricted free agent, it's a done deal, that team has added that player. But if a team signs a restricted free agent (of another team), the original team could match the offer and keep him, so signing a restricted free agent (of another team) is a bit of a gamble. Because while the new team is waiting to see if the original team matches the offer, there's a chance some other free agent they also wanted signs elsewhere.

With the way the NBA is structured salary rule-wise, the many good players in need of a new contract often re-sign with their current team rather than go someplace new, because their current team can often sign them to a longer contract and for more money.

Often, you hear that a star player in NBA free agency may seek a new 十大玩彩信誉平台, but in reality, the vast majority of teams in the league are at or above the salary cap limit and simply don't have the money available to sign a star.
